Will the Jesters Festival be returning this year?

Anybody heard or know anything about whether or not the Jesters Festival will be returning this year? With the Thieves Guild, ESO Anniversary and Dark Brotherhood events coming up in Q2, the next few months seem packed with not much room on the calendar for anything else.

✭Jester's and ESO Jubilee are more of an event than the DLC anniversaries so it is a safe bet to say they are happening. The TG anniversary can just be double mats and last year DB anniversary nothing happened.
