NPCs in slagtown area of brass forstress can't detect theft.

They seem to have no perception of sneaking/stealing right in front of their faces. I'm not sure if this area is meant to be an extension of the outlaws refuge as it is close but it definitely seems like a bug. I have attached a screenshot to show what I mean. As it is now you can loot everything in slagtown without getting seen or your crimes reported.
