With the build I'm running I'll have the luxury to craft heavy and medium for either chest/legs/gloves/belt/boots....

what will give me the most armor overall? Doing heavy on the chest and medium on the legs?

Chest gives the highest degree of resistance, followed by legs.

So yes, if you are able to, heavy chest and medium legs is the min-maxed setup.

    For light armor toons:
    Heavy Chest, Med Legs
    For stam toons:
    Heavy Chest, Light Belt
    For Tanks:
    Light Belt, Medium Gloves
Obviously all of the above are assuming 1 crafted set

^^^^^^^^ This, this is the optimal, and if you can do this you should.
If you’re not using any crafted sets though then go with the heavier head , lighter shoulder aka
5 heavy, medium head, light shoulders
5 medium, heavy head, light shoulders
5 light, heavy head, medium shoulders

Yep, for my stamblade, I use my monster sets (helm & shoulders) for the Undaunted bonus. Everything else is med. Makes it MUCH easier to farm gear as I don't need to remember what "weight" I need armor pieces in.

For light armor, it's heavy chest, and medium legs or shoulders, feet, head.

In short, the armor strength is rated as follows:
    1. Chest
    2. Legs, Head, Shoulder, Feet (all 4 are equivalent, so it doesn't matter if you do a certain weight as legs or as feet, for example)
    3. Hands
    4. Waist

By the way, double checking because of conflicting info being told to me...

It is my belief that resistance cap is still 33,500 right? It will show a higher number, but will only apply that hard cap right?

Depends on how many times you care to run the dungeon to get the helm in the weight you want!

The hard cap is 50% which in PvE you get at 33,150. The reason you can go above is because Penetration is the counter to resistance. So, for example a Stamblade wearing Spriggins and running Surprise attack is cutting into that by at least 10k. So there are some advantages to going over. Personally I run just over cap in Cryodiil and 10 points over in PvE

This is MOSTLY correct. While the resistisance from legs, head, shoulder and feet are the same, the enchantment is not. while Feet and Shoulders have bigger resistance, they have small enchantments.
    Legendary

    -heavy -Resistance -Enchantment
    -Head -2425 -868
    -Shoulder -2425 -351
    -Chest -2772 -868
    -Waist -1039 -351
    -Legs -2425 -868
    -Feet -2425 -351
    -Hands -1386 -351

The armor weight does not effect the enchantment strength though.
