Wind running (Broken) ?

I have the passive Wind running unlocked in the constellation on 3 different characters but it doesn't appear to work all the time. I check my active passives in the character window and I see it sometimes others it is missing. I thought it may just be visual bug but I can definitely tell the speed isn't there. SO what gives? Has anyone else experienced this? If this is not working as intended this is a major issue as the cost is 120 CP in the constellation.
