Change Altmer "Elemental Talent" Passive To Shock/Magic Only?

Altmer are a pure Aedric magicka race first, before anything else.
We already have dark elves for fire talent.
And If you think about it, the snow elves probably were good with frost(Tough luck that Atmoran Nords were resistant to it)
Therefore wouldn't it be a better idea to Change "Elemental Talent" To "Magicka Talent" and raise the percentages a wee bit?

LordSemaj✭✭✭✭✭OtherWhile we're at it, shouldn't Nords be looked at? Maybe give them a Dragon Blood passive that lets them Fus Ro Dah three times per fight? Or the High Tolerance passive that reduces the effects of losing your $#!% by 40% and affects all immobilize, snare, or stun abilities. And shouting IS indeed a logical and lore friendly route to go.
I propose giving Nords some sort of buff whenever they activate an Ultimate ability.(Basically A shout) -
