Do the off balance changes affect PVP or are only PVE related?

Hi. Since I play ESO on PS4, I can´t very this. Have anyone check on PTS if the new off-balance immunity cooldown affects players on PVP as well or is exclusively related to trial bosses?
I hope the off-balance mechanics on PVP were not modified or it would give another strike against build diversity in PVP.

The cooldown is only on Boss monsters, so that's a PvE-only change.

They do not get the boss immunity but the changes still are affecting pvp. Just wait till it hits live and you will see how broken op it probably will be in pvp.

Have anyone tested this on PTS? off-balance is doing just fine the way it is working right now for PVP.

They made big changes to off balance in PvE and PvP. Just read the patch notes man.

Off balance change affect PvP off course and I can tell you it's extremely overpowered.

Stamina blocktard damage build are sustaining with heavy attacks. Heavy attacks restore double ressources (it's new) and do 70% more damage on off balanced target. Since it doesn't consume off balance, they can have a free high damage attack thats give a lot of ressource back.

Guess hwo have reliable access to off balance ?

*Stamina builds with tactician cps that set up ennemies of balance when they dodge or when shuffle/blur dodge for them. Off balanced target take 10% more damage thanks to cp exploiter.

* Magdk, it's mosty a damage buff that come with off balance change (10% more damage cuz exploiter with a 100% uptime.

* That's all for the viable and easy acces to off balance.

Conclusion : ZoS buffed a lot the OP build by given them more ressource and more damage and other people that doesn't reliable acces to off balance got distanced again.

Poor magsorc, magblade, and magtemplar hwo doesn't have more ressource and 10% more damage next patch. Tanks to the unbalanced off balance acces and tanks to the underpowered very long magicka heavy attack channel time.
