Looking at it there is still space.... probably for a hews bane / gold coast kind of size area, so not huge, but perfect for a DLC.
I hope so anyway... this is the area I want to go back to most, and see how different it is in this part of the timeline (Think it hasn't fallen into the sea of ghosts at this stage, but happy to be corrected if I'm wrong).

Nope. Red mountain erupts and most of Winterhold falls into the sea. Nords blame the mages.

ESO takes place before everything that happened around the eruption of Red Mountain, and Winterhold was said to be a pretty sizable city before most of it collapsed into the sea in the 4th Era.
