Not able to damage NPC's or Player

PS4 vivic on southern flag of Bruma. I could not damage NPC's or Player Characters once the player characters showed up, I could use attack skills like vampire bane, purifying light puncturing sweeps but damage wont register to anything. I on the other hand was taking lots of damage as they would attack me, I could cast heals on my self they took effect right away but anything damage related to NPC's or Players would not work.
