Bring Back Mercenary Contracts as Furnishings

We used to be able to hire Mercenaries to guard spots in Cyrodiil; why couldn't we place these people in our homes as guards? And if they're set to be hostile to Mercenaries of other factions, we could simulate our own battlefields.
