How about some parcels of land that come with an assortment of building blocks that we can build our own home. The building blocks should not count against the total number of items you can place in the home though.

This will not happen, simply because houses are instanced - that is as well why you cannot look out and see the world outside of your property and why there are these high walls blocking the view - there is nothing but fake behind those walls.
Now with your suggestion, the place would be visible from the outside whilst it is not walled in yet - but which of the many properties - yours, that of your friend Joe, there are plenty of different instances in that place - so it has to look all the same for all houses from the outside - and from the inside all what could change in the surroundings has to be walled off.
Those are all different instances - for each owner a different one - but they take the same spot in-world.

You can still make the plot of land instanced and allow it to be built on. It would easy to integrate into the "immersion" aspect of the game if you were to use an island like the Grand Topal Hideaway.
I actually like the idea of a bunch of islands of different sizes with different features that you can custom build the island up how you want . So you could just stick a little hut on a beach on a small island or turn a large island into a multi building palace. That would be awesome. Id give up every house in the game for that sort of customization.
