Robes of Transmutation and Templar area HoT broken?!

Robes of Transmutation should get applied to everyone standing in a templar's extended ritual / ritual of retribution.

This was working 2 or 3 updates ago but appears to be broken now?

Transmutation needs to actually heal someone to get the buff, it wont happen if the people in your dot heals are full hp.

Standing in ritual while taking damage doesn't activate transmutation anymore.

The NB's refreshing path activates transmutation, last I checked.

Mutagen and healing springs activate transmutation reliably.
