Why not just "let us eat cake"?
I don't think I've ever seen this brought up, maybe it has been, mostly because it's (1) dilute loot tables, (2) they couldn't increase the number of drops on the Golden easily, and (3) we all assumed it was linked to specific dungeon loot tables. (1) by keying off of the RNG of the normal set gear or just having it as its own RNG slot there is no dilution. (2) HOTR showed they can increase the drops on the Golden. (3) This demonstrated they keep separated loot tables which means that could be added without hurting the game elsewhere.
