This is a pretty old one but since it hasn't been fixed:
On Xbox, when you pull up the Xbox sidemenu, the game you're in will get its volume reduced. For ESO it's the other way around. ESO is in a permanent 'silent' mode, and only when you pull up the Xbox menu it will increase the sound volume to normal. This is always the case and doesn't just happen sometimes.
