Stomping Sinmur (The Rift main questline) bugged, not updating

I know this quest has been bugged since launch, judging by the many, many, many old posts I found when searching for a fix, but please, ZOS.
After giving his speech, Jorunn and his companions did not move forward while I was killing the Worm Cultists. After I killed all the Worm Cultist, the quest would not update past Defeat the Worm cultists. Relogging resulted Jorunn and his companion moving up to where (iirc) you fight Sinmur but the quest will not update and Sinmur will not spawn. Can't complete quest, finish questline, the get the achievement and get the skill point!!!!
I did the prereqs and got the 3 shards of Wuuthrad.
I've disabled all add-ons.
I've tried reloading ui, relogging, and abandoning the quest several times and the quest is just stuck like this:
If there's a workaround, i couldn't find one online. Please, please fix.

PC-NA since 2015. Tired and unimpressed.
