I bought this style a during morrowind patch just for the goggles really. I noticed it only worked for a handful of costumes, mainly the thieves guild, db, the db black robe (doesnt for khajiits for some reason), and the festival blue hoodie.
It's so disappointing I have this eyewear that doesn't work with 99% of combinations and none of the hats bought off the store. I don't know if ZOS will actually fix this but if they do I'll really appreciate it.

A head piece with the face showing will show the Dwemer eye piece
A head with the mouth covered hides it.
I agree with you, wish ZoS would fix it. But every bug report I've made has never received a single response from anyone
