Not true @VaranisArano , in most cases all of the "proc" effects are considered "abilities," not limited to what you can slot on your bars. You can proc IG with a glyph of shielding, for example. Another example is that Tormentor procs Tremorscale.

Tormentor procs Tremorscale because its a taunt and Tremorscale is limited to "when you taunt an enemy", not "taunt abilities". I did not know about the glyph of shielding proccing IG, which is interesting.

I would caution you against putting to much faith in ZOS' tooltip verbiage, they are terribly inconsistent and misleading, bugs aside. Alteration Mastery also says "abilities" but applies its bonus to roll, block, bash, sprint, and literally everything that costs a resource.
Any news on shield glyphs procc infernal?
