Thieves guild missing facial animations

First let me apologize in advance for my medicore english.
So when i started the thieves guild quest line with my alt, i was surprised to see that most quest givers like Quen, Velsa, Zeira etc don't have facial animations. Their mouth moves, but eyes and lips are motionless. Kinda reminded me the old animations before 2015. So i started looking if others have the same issue, but found nothing recent about this. I also watched YouTube videos made recently, and they had no problem.
I want to know if others encountered the same and if my case is unique how can i fix it.
