Make PVP even, keep pvp going

Just make it so you have to wait 24 hours before you can enter a campaign on a different alliance. This keeps the caps as they are and forces people not too jump ship.

Only issue I could see is if you already have a preexisting population skew that wouldn't be affected by this change (such as AD simply having more pvp people then the rest etc.)
    PvP needs more love.

The corresponding question is why is it okay for players to not be able to play because enough players from opposing factions haven't logged on? That's the end result of enforcing equal populations at all times.

Cyrodiil isn't a playground where the teacher stands there and makes team captains pick equal numbers of players. Cyrodiil is a PVP zone where players log on to do PVP.

Cyrodiil isn't always a PvP zone where players log on to do PvP. Sometimes it is a PvP zone where players log on to PvE and prevent others from actually PvPing. This is why i think, certain restrictions would not only be ok, but actually an improvement for PvP in Cyrodiil. Dynamic population caps don't prevent more players from PvPing than the current caps. It would just prevent players from stacking on one side. Yes, not everyone is going to like it, but many players already have chars in multiple factions and/or don't mind playing in both cp and nocp campaigns, and while they mighty just go for the path of the least resistance now because they can, they will spread out if forced to. And if people spread out, there won't be much queues at low population times. And more balance = better PvP = more players.

Faction locks don't prevent imbalances, nor remove those already existing (and if there wouldn't be any imbalances, we won't have this discussion). I think, overall population is pretty equal among all 3 factions, but not campaign population, because different factions stack on different campaigns, while being outnumbered elsewhere.

One recent PvP campaign in Vivec got crapped on when the emperor for DC revolted and logged into his other alliance toon for the campaign locking DC out of a viable Emperor. The whole thing needs rebalancing. I've seen how other MMoRPGs do it decently. You basically have to lock out the capability of people jumping onto a campaign and playing both sides. One alliance per campaign. This is important for the 30 day campaigns where politics and manipulating game mechanics make it dry and repetivive. Another option is to give a bonus to the alliance who is outnumbered with lower population. 3 yellow bars vs 1 blue bar and blue is fighting a manipulated campaign and also fighting Red. It gets old. Tons of players stopped playing. A huge player base for PvP but who's suggestions are they taking for improvement? We need BattleOps/PvP Battle Liasons that will help inform and monitor against exploits and grief players.

You can't make it even. You can make is more rewarding for players who are willing to try to outsmart a bunch of surreptitious underhanded alliances that thwart the balance of the PvP area. Reward low player populations with stat buffs. Lock out alliance switching toons during the campaign
