Guards in Vivec city have psychic abilites!

Ok, so my toon got caught pickpocketing, and the mark got angry and started a fight. Working on Felonious Recompense, so great opportunity for a higher bounty to pay off! Go up to the platform with Suravis Otheran (theif NPC), above the alchemist shop, to wait off the heat. Immemdaitely the guard below casts talons. Moved a few steps away from the guard, talons again. I waited to see if the guard was running up, but no. The guard was still on the ground, just casting talons.

Seems that either the guard shouldn't be able to detect a bounty on what is essentially a second floor, or should run up the platforms to the second floor. It would also be logical for guards to not be able to cast abilities through walls, floors (chains, talons, stone fist).

    When you play TES IV and V, you'll discover that the guards also have psychic abilities. Skyrim's guards took an arrow to their psychic abilities, though, since they can only know about crimes committed against their hold and their people. You can have murdered every non-essential NPC in Windhelm, but the Rift and Whiterun won't care.

    Here, the guards react on proximity and whether or not you have a bounty. You got within proximity of the guard, so you got taloned. Fortunately, its pretty easy to outrun the guards in this game compared to outrunning them in Oblivion.

    Uh.... I'm reporting behavior that is inconsistent in the Elder Scrolls Online. Thanks for the background but I don't really see how it's relevant.

    My point in providing that background was to point out the guards having psychic abilities like you mentioned in your title is nothing new in TES games.

    What's inconsistent about what happened? You got within proximity of a guard's detection radius and alerted the guard. The guard didn't chase you (which might be the problem you are trying to point out?) but that probably has more to do with that NPC's pathing capabilities or it registered that it was able to attack you but didn't recognize the vertical distance meant it needed to chase you.

    You might need to be clearer about what bug you are seeing here.
    Bugged guard AI during the chase?
    Guards detecting your bounty on a vertical as well as horizontal axis?
    Guard telepathically detecting your bounty? (Nothing new in TES games - hence me providing background)
    Guards illogically casting abilities through walls? (I'm with you here, alliance guards in Cyrodiil love doing this and its a pain)
