How long does the Tactician off balance CP passive work for?

Interested in taking this for my tank. It sets enemies off balance, but it does not say how long they are set off balance for. Anyone have any ideas?

✭✭Every off balance should last the same amount so ~4sec.

✭actually whats more interessting for me, is there a Cooldown on it? or can i set ppl offbalance aslong as they arent CC immune, so for exampl:. Dodgerole throuh 5ppl in a row and they all get set offbalance?PC EU
