Skill tweak / rebalance suggestion

All these nerfs in a form of increased cost or decreased damage only justifies the limitations of the whole combat system. Some skills are designed in a way that the only way to balance them is to use cooldowns. Other games can do that. ESO can't. In ESO, the design of these skills must be changed in order to balance them.

IMO, the following types of effects are not used enough (or missing) and some skills could be changed to accomodate them:
  • buff over time: add x amount of [insert buff] every y seconds
  • debuff over time: add x amount of [insert debuff] every y seconds
  • cleanse over time: remove x effects every y seconds
  • gradual damage over time: inflict x amount of damage every y seconds, where x is increasing or decreasing in a non-linear way (hurricane has it). This would enforce more strategic use of skills with regard to resource management.
  • gradual heal over time: heal x amount of health every y seconds, where x is increasing or decreasing in a non-linear way. This would enforce more strategic use of skills with regard to resource management.
  • gradual restore over time: restore x amount of magicka/stamina every y seconds, where x is increasing or decreasing in a non-linear way. This would enforce more strategic use of skills with regard to resource management.

All the above mentioned effect could be tweaked/balanced by changing x and/or y, where x value can be increasing or decreasing (linearly or not linearly) and y can also be in fractions of seconds.

The duration would basically function as a cooldown and enforce both balance and strategic gameplay.
