Should Templar's Eclipse be a hard CC?

Eclipse: This ability and its morphs now returns damage whenever the affected enemy casts a direct damage attack. It still grants crowd control immunity when the effect ends and can now be removed by Break Free. Eclipse can also now be placed on an unlimited amount of enemies as a baseline effect.
Total Dark (Eclipse morph): This morph will heal you when the target casts a direct damage attack.
Unstable Core (Eclipse morph): This morph adds area of effect damage when the effect ends.
This ability and the Total Dark morph can no longer be cast on a crowd-control immune enemy.

I think a lot of people in the Templar community are at this point confused and disappointed with the state of Eclipse and the various changes made to it over time. On that note I'm extremely pleased that ZOS is at least trying to get this ability to the point where people will use it.

I personally wonder though, why Eclipse should even be a Hard CC at all.
-In PvE: Bosses are immune to hard CC, while using Hard CC on most trash mobs just prevents your tank from Chaining it into the group. If I as a PvE player wanted to bring a Hard CC into a group, Eclipse would still probably be my least and last choice, because it doesnt actually prevent the mob from doing anything.
-In PvP: Granted Templar has no other form of Hard CC. Granted a 28m range spammable that soft-forces a use of break free and doesnt even cast on immune targets is great for draining a target's Stam. However, will people actually use this, if they do is it healthy gameplay?

So I want to know what the community thinks, should:
1.Eclipse or a morph be counted as a Debuff, not a Hard CC, in return for less damage, or
2. Eclipse should remain as a Hard CC, with all associated boons and banes?
