The one piece health bonus is actually really nice in endgame content.
As a DPS you'll want to hit 17-18k hp before team buffs. With max CP and blue food and no other bonuses you'll get 16k or so. Running Skoria or Nirineth means that you hit that ideal number and not need to invest attribute points in HP, and also opens the door to running purple food.

But if you're going 5/1/1 you'll be just over 17k health with health bonuses from undaunted and heavy armor.

Not if you go with Whichmother's Potent Brew. That will leave you with something like 15K unless you have a racial health bonus. For example an Argonian will have about 16.4K health even without Skoria because of the racials, which is at the lower limit of HP for safely navigating veteran content.

That's true but the person I responded to was specifically talking about blue food. Honestly, I have mixed feelings giving Skoria/Nerein'eth a magicka bonus because I imagine when I get to vHOF I'll want more health than the 17k I feel comfortable with in other trials. On the other hand I don't see my self using either of those sets much outside of those niche situations except maybe Skoria on a NB or in PvP.

The individuals that would like more damage and less health, like the OP, do not have this option, since they are already invested fully in magicka.
The only semi-valid argument against this change is for stam users that would not benefit from a magicka or spell 1 piece. This could easily be accommodated by a 1-piece bonus like Slimecraw (both crits) or Domihaus (both resources).
I guess im nobody thenTo all these people above who like the idea of keeping health bonus in Nerieneth: do you even use it? Because I can't see anybody using this set in any content. In pvp the proc is just so slow that it can be easily dodged. In pve it is simply a dps loss - every magicka build has much better alternatives. NOBODY uses it. Really. .
