I thought he was trolling at first, but removed them and just hard casted crystal frags with clanffer suddenly by his side. I just don't believe you can get to 660 without at very least knowing using healing orbs is not a good idea.

I honestly don't see this game being popular enough for people buying accounts to be a serious issue. I just can't imagine there is that big of a market for it.
What I can imagine though is people skyreach grinding to max and not knowing how to play the game because they have literally been carried from day 1. I can also see people leveling to lower mid CP without knowing how to play because overland and delves are faceroll easy and do nothing to teach you how play your class/role.

With the new activity finder changes that may be coming to pass according to eso live, some of us hoping for better experience, but I would like to point out what seems to be a unnatural trend. While quite possible to be inexperienced in dungeons, there's been some encounters these past week or so that have me feeling bit worried.
As to say I have played this game for over three thousand hours and most of game time is within dungeons an 80% of this time was just with randoms. I have to some extent enjoyed the adventures and seen may types of players and lead my teams to success, but some players have appeared in greater number that have disturbed me as I suspect a trend of more people buying levels accounts ...maybe those bots don't just farm mats? At last here's a few of the stories.
These are all stories of high champion characters;
Had two or three taunts try to explain to me that all they needed was a shield sword to be a tank at very high champion levels. One incident got odd when said he had all the skills "even chains he said", going forwards I finally got him to understand he needed puncture. Which he then said " I got it and even morphed it" How is possible he didn't know what a taunt was before, but could morph it?

There's more, but I am wondering if anyone else is having these experiences?
Every example you gave can EASILY be explained.
First, you can level to 660 with ANY toon. Let's just say a person's primary toon is a stamblade. They may totally understand stamblades and be good at them - or decent enough that they get by.
Ok, now they spend 4-5 days (and you CAN do it in less) leveling a tank. They literally have DAYS of experience with a tank, even though they are CP660 - they didn't earn that CP AS A TANK.
Same goes with healer. If you spent the last 2 years as a dps and now you suddenly roll a healer, you experience as a healer is marginal - at best.
Case in point... I've been on since before Day 1. I ALWAYS played dps. But... I always soloed or dualed with my wife. I did VERY little grouping, so the whole tank/healer/dps roles in ESO were unfamiliar to me. Now, I took it upon myself to look up builds, review dungeons beforehand, etc. before I started grouping, but even then it was painful when I started doing dungeons and didn't know all of the tactics - where to stand, etc.
Then, recently I started a tank. I read up on builds, decided on one and then practiced with lots of random normals until I felt comfortable and got told nicely (or yelled at) on where to position myself, etc. But even in normal dungeons, I'm sure people thought I should be better than I was - even though my tank was literally days old.
So, no, I don't assume people buy their accounts. But I'm sure it's possible. Just probably not as often as you think.

I got to CP 490 before I even had my first templar character. The first day I had my Templar, I'm sure I looked like a noob with him.
And it's really quick to level when you use XP 150% potions/scrolls. They don't *need* to buy the account, or pay anyone to level their characters for them.
