Solar Barrage: Cast time + Animation time = 2 Sec... or is it just me?

I know Solar Barrage still needs to be tweaked, before anyone wants to use it.
That aside, am I the only one that get aprox 2 sec cast/animation time before a new skill starts to animate??
Given, I haven't tried all forms of animation cancelling.
