Why does dual wield get the full strength of weapon enchants?

Dual wield should not get to have 2 enchant of maximum strength.

When considering traits, the trait is halved. Imagine if 1 handed weapons had the full trait bonus of 2 handed weapons? Dual wield already gets the bonus 5 piece, why does it need an extra enchant as well.

I think the enchant of 1handed weapons should be halved, just like the traits on 1 handed weapons. This will make duel wield more balanced. Another option would be to double the strength of 2handed weapon enchants.

What are your thoughts on this?

    Halved wouldn't be fair either because the off hand does not proc as often as the main hand. Stick a poison on your main and a disease on your offhand and do a rotation. The poison will far out dmg the disease.

    well the second hand has NOT the same dmg as the first hand
    so no need to double the twohanded weapons DMG.

    this should be general knowledge after over 3 years eso
