Varen's Legacy: Set needs a rework

Due to the low chance to proc on this set, it only functions at all with permablock builds. Since ZOS has repeatedly nerfed blocking, it makes no sense to encourage this playstyle with this set. In order to be more useful the set needs to proc more often, and in exchange do less damage OR scale with spell/weapon damage.

For example:
When you block an attack, you have a 20%/30% chance to cause your next direct damage AoE attack to deal an additional 2000/1000 Damage.
When you block an attack, you have a 30% chance to cause your next direct damage AoE attack to deal an additional 30% Damage.

Either option would reduce the need to constantly block to get a proc. I prefer the second example (numbers may need to be tweaked for balance) because it requires a player to balance their stats.


Second suggested change:
Change the set bonuses to favor magicka builds. Stacking Varen's Wall + Fury/Seventh Legion + Wrath would be insanely strong.
