The cp Tenacity is it meant to restore magic from destro, restro only and melee heavy hits to restore stamina or should it restore both regardless of what type of weapon? because at the moment it is only doing it that way ( magic restore from destro/restro and stamina restore via melee heavy hits) when the tooltip of Tencity reads fully charged heavy hits restore x amount of stamina and magic

It simply buffs what heavy attack already restores. (Magicka for destro/resto, stam for everything else).

It is percentage. 20% of 0 is still 0.
