Where are the best places to find purple level recipies?

Hollow City. Lots of desks and cabinets to loot.

Really any where actually, Hollow City is good and Orsinium City..

If you have morrowind there's a few tombes, particularly dreloth ancestral tomb with a bunch of urns.

Walk through and click on all of them, switch characters and do it again. You should find plenty of blueprints, recipes, motifs of all colors.

Don't be discouraged if you don't find a lot of purples, they are somewhat rare.

The towns in Cyrodiil seem to have the highest chance, but that could be just me.

As far as the purple ones go the best place to find them sadly is at the crafting writs vendor.

Out in the world ... well if we knew a good place to find them then they would not be so terribly rare.

Basically it is random. So very very random yes.
