What it should have looked like:Elemental Storm: Reduced the damage of this ability and the Eye of the Storm morph by approximately 12% WHILE IN CYRODIL. The damage on the Elemental Rage morph remains unchanged.

Whoo how to separate pvp and pve! Send them insightfuls and agrees my way bois

Edit: while I don't use this morph much in pve except vma, is 12 percent actually enough on the pvp side?

    People use EotS in PVE? I thought Elemental Rage was preferred in dungeons and trials, because the tank keeps the boss you're burning down stationary? Mind you, I haven't set foot in a dungeon in ages since I'm either soloing or in Cyrodiil these days, so I could be wrong.

    If they were going to balance pve and pvp separately they would've done it long ago. It is probably too difficult from a developer's standpoint.

    I've always heard people use stationary or meteor most of the time. Because you, as probably one of the very few, who uses EoTS in PvE, Zenimax shouldn't nerf an ability, that obviously needed nerfs?
    It got nerfed because the damage + the utility it gives you - was/is too much. Nobody would've made a thread like this if the damage was 12% lower when they introduced it.

    12% damage loss is nothing. It was already overperforming, so Zeni brining it down a notch is good. Why can't people just realise that overperforming stuff - even if you use it/it was initially like this - deserves a nerf?

    Ah, good point. I hadn't thought of VMA. Of course, with Asylum weapons coming, that may not be as big of a concern as it may have otherwise been...

    they already try with the mods to our stats when we enter cyro.

    What instances are those? I can't think of many and the few I can it's just as easy to wait until the boss is stationary.

    This IS balancing them separately. Some skills have morphs that are really only useful in PvP (eg defensive rune) whether that's ever made explicit or not. EotS is the same - very useful in PvP, not so much preferred in PvE. They left the PvE morph alone. Voila, a PvP-only nerf.

    I hope it helps. It would be nice if they'd buff up class ults to make them more attractive, too...

    12% may be enough, will need to be tested. The tipping point is to make the cost such that it can't reliably be regained within 2x its duration via getting kills. This will prevent rotating destros in the manner large groups currently do. The current large group meta is "Tanks+Destros" and its based around having as few damage specs as possible running as few destros at a time as possible and running them in waves. This tactic requires your damage to recover 250 ultimate in the span of his own destro and the second wave of bomber's so that he can reliably keep is damage rolling for his group. If we can make the damage such that its not perpetuating this cycle then I believe we'll have struck a proper balance where other offensive ultis can be more efficiently utilized as well as forcing these groups to add more damage specs, lowering their healing and support while adding in more squishy targets that can be easy Vicious Death procs.

    Tbh, as was said on PTS cycle when this launched, if there's only damage then its gotta be broken strong for people to use it.

    I only dabble in a hobby engine, RPG Maker, and even I can pull this off. It's as simple as making a conditional branch that accounts for whether or not the player is in Cyro, one arm of the branch will lead to PVP stats if in Cyro, the other leads to alternate stats for PVE. There's even other ways to achieve this but it's more a case of ZOS just doesn't try... Bungie does the exact same thing. I don't really buy that a multimillion dollar developer cannot make dynamic stats that change from PVE and PVP, and have even seen other developers do it..

    Nerfing damage in a PVP tank meta is bad . Did they nerf tanks ? More specifically the perma block tanks as they are the only real issue I had , not the tanky damage dealers . If not this nerf is just going to drag out fights even longer and I think that is dull and boring in PVP .

    They have armor sets that say while you have 4x telvar . so what we need is a few pve only armor sets. The nerfs are always for PvP.

    Preferably they would have been more creative about the nerf but it did need one. However a 12% damage reduction is unlikely to do anything to change the way those groups who crutch on it, work.

    Yes. Once again, they've screwed something up for PvE because of PvP. :/ This is seriously the only thing I hate about ESO.
    They need to make spells/abilities perform differently when used against another player, as opposed to being used against an NPC. I guess they don't want to bother, though, or can't for some reason.

    It's not that Eye of the Storm is over-powered by itself, it just seems over-powered when a group of 12 people all use it at the same time in a coordinated way in PvP. I've gotten killed by it plenty of times in PvP, too, but it was always when it was a big group all doing it at once, and even then, I've survived it plenty of times because my character is a bit tanky and I dodge-roll.
    I liked the challenge of knowing it was coming. I guess they want to dumb-down PvP and make EotS useless for PvE at the same time. Great going, guys!

    Yes they do. A lot of people like me do BOTH PvP and PvE, and since we can only have one morph, we chose Eye of the Storm. Also, many people just like the fact that EotS moves with your character, which is useful for a lot of battles.

    @ZOS_Wrobel I dont even use destro ult , man, but you guys seem to keep nerfing anything that is deemed "good".

    While I understand balance is a concern, bringing down the wrath of the nerf hammer on anything that really shines just causes a great deal of frustration as it often makes the hours spent acquiring certain gear to be all for nothing. This is merely my opinion of course, you're the designer here, but wouldn't it make more sense to buff the things/classes/set ups that are getting the sh*t kicked out of them by the stuff you keep nerfing?

    I have my doubts about this request, but give us some feedback here man. This isn't a hostile thread, you're not going to catch hell, we just want to hear from you, @ZOS_Wrobel

    12% reduction with Clockwork City, a 5% reduction back with Homestead, the damage reduction you get from Battle Spirit. I think ZOS have taken enough damage away now. It's a bloody ultimate. It's supposed to hit hard. You're not dying to one either, you're dying to many at once. And EOTS is rarely used in PvE so no big loss there.

    I think the best way to do it is to reduce the burst damage and extend its duration. So we have this long drawn out tick tick ticking of damage. That was the change that was done to viper I think it works here as well.

    The issues is that huge hit at the start that does things like trigger vicious death... and obviously stacking a bunch on top of each other. Oh at droping everyones FPS to 0 and lagging everyone out so we can't respond to it.

    12% isn't actually a lot for an ult especially before buffs tbf. Eots still hoovered up zergs and 12% won't change anything.
    Only real change is vamps will see the difference in incoming damage from it..slightly.

    Actually, this is a change I can get behind. Eye of the Storm is a powerful ulti in PvP, and people simply just use the other morph for PvE. It's a good nerf, balancing PvP without affecting PvE.

    Good on you ZOS.
