Flurry should proc Axe bleed from twin blade and blunt passive

Why doesn't flurry proc the axe bleed? I understand it's a channeled dot, but why does a passive exist if it doesn't benefit the ability. Swords and maces improves the ability.

Dont misunderstand me, I don't believe the 8% or 16% chance should apply to every flurry tic, but I do believe it should at least have a chance to proc once every use.

It doesnt? I thought that weapon attacks could proc it? I guess i light weave and thats what procs it.
