Marks spawning in with empty pockets.

I'm suddenly seeing marks spawning in with empty pockets. Not all of them, just certain ones. I was pick, pick, stabbing in Vvardenfel, and something didn't seem right. Empty pockets too often on specific marks.
So I camped in one spot behind one after killing them with BOW. Then when they spawned in with empty pockets again I repeated it. Same result on the second respawn.
A relog didn't change anything.
