Grand Amnesty Edict not bankable?

I found this odd since the lower value edicts (like Counterfeit Pardon Edict) can be banked and stacked there, just not this one - why?
As a reward from Thieves Guild quest line it should be bankable.

✭It's a unique item that is just locked to be on one character so you can't stock them up and have bounty be irrelevant, which is my guess.1 -

✭I thought that unique items are marked by "unique" in item tooltip. This item has no such mark. What if each of my 10 alts would do the main quest, will they all receive this reward or it's just single reward per account? ✭✭✭✭I converted mine to about 45K gold by simply farming the NPCs for green or better stolen items until my inventory was full and selling them to fences over a 4 day period. Once I was finished with the murders I had racked up about 93K in bounty so I just erased that.Beta tester since February 2014, played ESO-TU October 2015 - August 2022, currently on an extended break

You will get one of these for each character or alt that completes the Thieves Guild.
I have it on 4 of my characters right now. I know I will never use it as I never get a bounty that is more than 3 figures. It is probably bound to the character as it is a guild reward, more so than a quest reward. So, kind of like a title in that regard.
