It exists, but only as necklace.
If i remember correctly its mostly blue quality too, except for a few lucky people who got it from campagin rewards. The level is actually v16 though.Jo'Khaljor the bestest stam sorc (out of all 3) EU. -

Good luck finding someone (who knows what they have) willing to sell a purp one for less than a few mil.
