Do all of these give me the option to now create an Imperial race character or does just the Digital Imperial Edition Upgrade offer this? I want to buy the Collector's bundle but I also want the imperial race.

✭Digital Imperial Edition is the one that gives you the Imperial race.
The other two are the location-based packs. Think of it like the upgrade that lets you be a French person and the DLC that lets you go to France.2
