No . Off Balance triggers from Lightning Blockade (also can be applied with other things but not important on this topic) , which requires Concussion . Concussion is different than Minor Vulnerability .

What @Liofa said, however I do know that there was a bug before where when you applied the Minor Vulnerability of Infallible Aether on a target that was concussed then it would not only reapply the Minor Vulnerability but remove the concussed status effect, preventing/lowering off-balance up time applied by Lightning Blockade. Now I do not know if this is still true but that bug is probably the reason you are now asking this question. Its the reason people almost overnight dropped IA as a healer set.
