UI Dimmer/Transparency

I dont know if the PC version has a dimmer/transparency setting for the UI, but the Xbox One console doesn't.
I know when I played SKyrim in the Xbobx 360 i was able to lower the UI transparency to a minimum allowing me to enjoy the FULL panorama and views and still see (in transparent) all the relevant map info, character abilities bar, quest window, chat, health bars, etc.. as well.

Soo.. Can can a dimmer or transparency slide-bar be added to the settings to make this more user friendly? or is this an undaunted task?
