Sunderflame question

So I'm playing around, seeing about improving my Sunderflame uptime, and I'm confused. I was trying starting out set fights with a "fully-charged heavy attack" on my bow bar, and I saw that Sunderflame wasn't proc'ing.

I've tested it several times now, making sure that I don't get a heavy attack in on my front bar. Sure enough, very consistently, no Sunderflame in the de-buffs list. Weirdly, there is Sunderflame damage (presumably the silly flame damage), just no de-buff. I assume that would imply that the resistance debuff is not being applied. When I start the attack with a DW heavy, Sunderflame is listed in both the damage and debuff list.

So, is Sunderflame broken? Is Combat Metrics broken? Is this working as intended?

I haven't checked in the latest patch, but a month ago if you swap weapons before the arrow lands it won't proc.

I'll double check specifically for that, but I believe the arrow was landing before the swap. Thanks for the suggestion, though!
