Steam ESO installs twice

Could someone offer me some help on why this happens and is there any way to avoid it? seems pretty stupid that i can have non steam eso on my SSD but the steam one wants to install twice.
To clarify -
I install the game normally through steam
launch
self extractor opens and tries to install the game saying I need 80 gb on my ssd, when eso is already taking up about 70gb
so I need 150gb on my ssd to install eso? cus thats bigger than the whole disk and why isnt this reflected in the requirements?

LjAnimalchin✭✭✭"Storage: 85 GB available space." is what's listed in the official steam requirements. However, if you have a drive with only say 90gb free space, you will never be able to download and install eso through steam. So that isn't really the requirement is it? you need double that. Even though the game wilkl never actually use that space. Due to poor coding and shoddy implementation of steam. I've never seen another game do this through steam.0
