With new Horn of the reach changes, what is the ideal trait for a DPS pve mag sorc on staff (light attack fire)?

Infused, Precise and Nirnhoned are all good, pretty close from each other. Infused is probably best out of the three for PvE.

only if the weaving is perfect.

Agreed. It did cross my mind but weaving light attacks are instinctive for me as I'm sure for most non-new players so I just went ahead with Infused. I like Nirnhoned though because it's Nirnhoned.

The weaving is irrelevant, elemental blockade procs the enchant on cooldown.

It depends on the type of PvE content you play post-HOTR patch ... whether that's mostly solo, small group, Trials, etc.

In other words, there's no true BiS trait ... @Apherius has it summed up pretty well.

This only applies if Elemental Blockade is on your front bar correct? I know Alcast did some stuff with it proc'ing on the back bar, but the latest patch notes I read said they fixed it to where only the weapon currently equipped would proc from DoT's.

It procs whatever enchant is up, regardless of what bar were you cast wall from. The problem you are describing is that it was proc your back bar enchant AND the front bar while you were just on your front bar.

So if I lay down wall and have a fire enchant on that bar when I switch to my front bar which has a shock enchant will my fire enchant still be procing off of my wall? I think that's where most of is are getting confused, myself included

I was thinking once you switched off the bar with wall your enchant stopped procing

No, the bug was with lightning wall only, you would lay down lightning wall then swap and the lightning wall would proc both your front bar and back bar enchants. The way it works now, since they fixed that bug in the live patch from the pts, is that you lay down wall, any wall of elements, an that wall procs one enchant at a time, the bar you are on.
