Blessing of War (AP buff) sometimes failing

The buff for killing a Cyrodiil delve boss is sometimes failing to apply. I can confirm that the boss kills are definitely bosses that should apply it (nisin, pothole, bloodmayne cave). The instances where I've failed to receive the buff include both killing the boss alone and with one group member. They include both trying to extend an existing blessing that's about to expire, but also getting the buff where none exists.
