Malabal Tor regional vendor - where to find?

I have been farming Spinner's Sword for 6 days, not even once. Got sick and tired of this, it's brutal, honestly. A random person mentioned some kind of a vendor who might have Spinner's set. He/she sells Malabal Tor sets for ap. Does anyone know where can I find the vendor and is it worth it?
I have checked all guild stores and other auction houses, but none of them sell Spinner's Sword, as if it never existed.
This is on EU PS4. It also feels kind of empty in game, very quiet lately

✭✭✭✭✭I think the overland set vendors are in Cyrodiil. Actually, I'm pretty sure they are, given the currency in question is AP, but still.
