Is dungeon finder cooldown seriously an hour now?

I haven't been able to play a dungeon in days because I've had limited time and the queue has been longer than time available. I managed to get into one fairly quickly this evening but I ended up getting dropped and then when I tried to re-queue for a random dungeon the cooldown was an hour instead of the expected 15 minutes. I logged out rather than get stuck just farming mats for an hour. I am disappointed I couldn't get a dungeon at all this evening due to this extremely long cooldown.

Is this new or is it a bug? An hour seems like overkill. PS4 NA

    I've noticed dungeons in general (vet and norm) have NOT been filling up like they used to. Guess people are not as interested in them with the reductions accross the board to popular sets and useful helpers like penetration that might not be worth investing cp into with others factors considered. The irony here is sets being altered were supposed to create diversity, but actually pigeon-holed players into even more niche sets. If a dungeon took 30 minutes to an hour before, in some cases, times have increased 50-100%+ just to complete as too many are below the actual threshold to cause enough damage in a timely fashion. Newer or lower cp players are hurting more with lower access to higher pen and even resource pools, and sets that might have carried them in the past are no longer useful (slow ticks from say Viper or similar vs. upfront damage is worthless now; Sheer Venom for example is basically the same as Viper w/o the melee constraint and yet no one really ran that, except for other niche builds).

    If it's an hour queue time after getting bumped, that's an easy way to kill dungeons off completely......

    I'm not talking about queue time.

    I got dropped from a dungeon and when I hit the finder again to re-queue instead of 15 minutes it had an hour countdown on the cooldown. Which is entirely too long.

    I'm used to the regular queue lasting an hour or more as a DPS and I accept that as the price of the role I'm playing but when I get dropped/kicked/quit or whatever from the run, I shouldn't have to wait an hour to get a chance to get back in line.
