War Maiden as a Magicka Templar PVP

Is War Maiden the best set to go with as a Templar magic pvp considering that all dps skills are magicka based, And not elemental based skills?

Rungar✭✭✭✭✭while its a very nice set for Templars it doesn't buff healing at all. Overall I think Julianos is the better set as it buffs all your abilities.
