IC and sewers are empty.... what will make ppl to keep coming back ?

I need more ppl in IC for reasons...

Jokes aside... something that will make the reward outweigh the crazy feeling that some one could just come and take 50% of your stones.

The reasons you want more people in the IC sewers are the exact reasons why no one goes there.

There have been huge posts in the past detailing what went wrong in the imperial city. Why one capture point per district isn't enough, what would bring more people back, etc.

There are even some streamers that have long videos on it and someone that drew up entire diagrams in attempt to remodel the IC.

Yes there are ways to improve it. Some are even low hanging fruit.

Why do you think you haven't heard of them and they haven't been implemented?

Answer that question and you will know ALL you need to know about this game and its development.

Imperial City was sold to us as some epic pvp zone. Its entirely underwhelming. I think about this often.

Make gold mats drop from the chests. Make Molag Bal harder and drop gold mats. Make an increase in AP for kills only. NOT for flag caps. Make rare weapon drops from dungeons drop in the sewers with a lowish drop rate from chests and banner bosses.

    There are endless possibilities.

    @kylewwefan

A PvE IC server would be a great idea if it didn't drop Tel Var and such.

Would be great if IC offered a solid reason to head down there.

The imperial city is probably one of the most frustrating pieces of content for PvE'ers and PvPers alike.

PvPers wanted controlled small scale fights, like the Arena in Moronwind we would get almost 2 years later. PvE'ers wanted what they always want. Tons of things to explore with ZERO real risk or danger. Trying to give both people what they wanted in one DLC is what gimped the IC.

How much fun would it have been to storm into the IC with your emperor, fight your way to the imperial throne, defeat a huge boss then have your emperor officially crowned in the throne room? But instead we have a dumb molag kena thing that makes no sense and is a stupid annoying PvE 4man spamfest.

It makes no sense to create 2 PvE 4man dungeons in the heart of a PvP zone and have no continuity between them. Just what the hell were they thinking?

I would like to say that IC was a good idea gone wrong but it really looks like a bad idea that got worse. They (ZOS) took the worse aspects of PvP and PvE and combined them into one large garbage dump. To fix it, I believe they would have start from the ground up and completely overhaul IC. Sadly I don't see that happening.... ever.

Unless the community would be willing to buy it back from ZOS as a new DLC. ZOS only cares about making new content that can sell new boxes.

Maybe they can open up the area around IC, (Mages guild HQ) and sell that as one of their DLCs chapters, whatever they call them now and use that to improve the whole area.

It was a poor design from the start. Essentially based on the idea that if you build it they will come.

The other than newness, the only real attraction from specific matts for crafting that were only found in IC. Fortunately they became a available elsewhere for the benefit of the game, however, it shows IC was not able to stand on its own.

Add more relevant tel var rewards; make districts not accumulate tel var bonus %'ages to diminish zerging, and increase tel var rewards/drops for sub 50 and non CP campaigns where the content is already much more difficult than in CP where IC is facerolled.

Easy, sensible changes. You're welcome ZoS.

Give it a unique maguffin to farm for like gold Agility and Willpower jewelry.

There is some value in getting there quicker via a wayshrine - I don't know how many times I've been sidetracked into overland battles when I initially set out to go to the sewers. You don't have to travel to Morrowind just to get in a BG.

my favorite dailies are in IC...

I've done a bunch of battlegrounds - I still prefer the open nature and pace of IC...

was surprised to run into a couple of groups of 8 plus players in IC last night...so many places to hide there...

number one thing to increase a consistent pop...make it it's own map with direct access...

Take Imperial City out of the main Cyrodiil Campaign for one thing. It only hurts your Alliance when a bunch of people are in IC instead of fighting topside. Imperial City needs it's own separated queue and then it would be a lot more populated when there's just one IC instead of one in every Campaign.

I'd remove half or so the pve enemies from the districts, so there is more room to move around, and amp the tel var drops from the rest so they are more rewarding. Besides that, i'm not sure, maybe something new to spen tel vars on?

Divorce IC from Cyrodiil Campaigns, make IC it's own Campaign with it's own Population Caps.
Allow travel directly to the zone to your Alliance Base Camp like we have to travel to existing campaign's base camps.

That will would probably get more people in there as the hassle of getting there, along with making sure we are all in the same campaign if we are grouped, is what stops me from going there in the first place.

I agree. You have to get into Cyrodiil, then travel to a keep, then travel to IC. All of this assumes that you go into a less popular campaign AND you have a keep anywhere near the entrance. We paid/pay for IC, at least let us get there quicker like other zones.

IC is divided into two different areas, the Districts and the Sewers.

To make the Districts more interesting to pvp'ers, I think you would have to:

Keep the districts as being capturable, but make them significantly harder to capture and change how they are captured

    People want AP AP AP ... so the amount of AP for capturing a District would need to be equivalent to capturing a keep (only if the difficulty to capture a district is significantly increased);

People like to fight in areas where a large structures are involved, but only when the fight involves ownership of the structure, or when there is a large structure (such as a bridge) that provides a bottle-neck passage leading to a capturable structure. Therefore, ZOS would have to incorporate some of the large buildings in each district in re-designing how a district is captured. People like fighting from heights as well as fighting at ground level, so ZOS needs to keep that in mind.

Put swimmable water back in the districts, but make the water toxic so you could only stay in the water for a 3-4 seconds without becoming poisoned.

Allow players to erect destroyable barricades as part of the fight for ownership of the district. Only the alliance that controlled the district could set up barriers (<-- there would need to be a limit to the number of barricades that could be set up per district). Players would have to purchase barricade kits to erect a barricade (there should also be barricade repair kits). Perhaps ZOS could come up with a compact siege type of weapon that could be used by the opposing side to destroy the barricades.

In addition to the AP, people like to fight to gain control of a larger area (emperorship), while others like to subvert the winning side. So, there would need to be something put in place that gave some sort of perk if all districts were owned (similar to emperorship).

It would be nice if ZOS could incorporate some sort of daedric portal system that enemy alliances could use to 'port into' a district they didn't own. This would be a portable portal that an alliance member would have to erect it (you know, like how we erect forward camps in enemy territory). Once erected, members of your alliance could use the portal to 'port in' from your alliance IC base (it's only a 1-way portal) However, this daedric portal could be destroyed by the enemy ... but only if it is found.

When a player dies in a district, they have the option to respawn at a predefined safe zone in the district (like they can now), or respawn at their IC base (see the caveat below regarding IC base entrance to the districts), but ... if they respawn at their IC Base, they could re-enter the district they died in via the daedric portal .... if it is still up.

    [/i]With regard to the sewers:

Make the sewers a PVE area BUT
--> slightly increase the number of mobs found immediately surrounding sewer entrance/exists to the districts AND mobs near the sewer entrance/exits to the districts would have 'true sight' (to make it more challenging to use the sewers to gain entry to the districts).

    IC Alliance Base

Each IC Alliance Base would only have direct access to 1/3 of the districts (as opposed to direct access to all of them via those rope ladders). Alternatively, your IC Base would have rope ladders leading to all the districts, but the ladders would only work for those districts your alliance had ownership of.

Regardless of whether or not your alliance had ownership of a district, you could still get to a district via the sewers. Once you are in a district, you can use any 'district doorway' to gain access to the adjacent district (like you can now), or you can use the daedric portal system.

Obviously when you start to capture another district (which includes starting to destroy the barricade the owning alliance set up), it will show on the map.

I take a small group in there on occasion. It can be fun, and I like buying Hakeijos for gear set ups... the alchemy bags are pretty good too.

Personally my biggest problem is there isn't enough that you can buy with Tel-Var and not enough incentive to do anything else...

Black Rose isn't a good set anymore, you can't use Imperial Physique outside of the city, Powerful Assault has its uses, but is not a mainstream set everybody wants... Sheildbreaker is a very niche set, and everything else is not very good for anything.

The chests have trash gear in them (not set pieces).

The trophies are great for buying training Scathing Mage gear... I swear every piece I get out of chest is training.

Its feels like Craglorn when everything was under leveled and granted no XP... there is just no incentive unless you are a completionist and have to do every quest.

The could do a lot of easy things.

    - Add something cool to the loot tables of the chests. Daedric housing motifs?
    - Buff the gear, or add new enticing gear to the Tel-Var vendors.
    - Make Molag Bal drop something more than 9 pieces of gold and a trophy.
    - Make the bosses (roaming and stationary) in the sewers as strong as the ones on top, and make them drop larger amounts of Tel-Var as well.

The harder things are changing the mechanics and content which is what is really needed, but won't happen unless they can sell the changes.

Does anyone remember the days of epic pvp battles in memorial and aboretum districts? Anyone want to take a stab why it was so popular?

    1. People want instant mid scale pvp battles without the hassle of pvp door. I'm also not talking about lame 4v4v4. I'm talking no restriction instant battles with no horse simulator online. IC was a real battleground.

    2. Respawn was quick without hassle of loading screens or running through districts to get back to battle.

Yes, I remember those glorious days. Only for me, the epic battles were in the Arena District. That was how I personally learned how to pvp. The quick respawn times were great and you could jump right back into the battle if killed. As soon as the flag capture system was implemented, the battles stopped as everyone was trying to capture districts. When that novelty wore off, nobody came back. Bring back the glory days!
