Golden vendor loot tables

Hey guys I've noticed that the sets sold by the golden vendor in cyrodiil tend to repeat occasionally, salvation and red mountain have made a few appearances while sets like werewolf hide hulking draugr and seventh legion have never made an appearance. Anyone got a clue why that is?
Side note-- does anyone know if werewolf hide has ever had gold rings available? I purchased a gold necklace from a guy who said he had been holding onto it for approx 2 years but I've never seen gold rings

I think the loot table is limited to old BoE sets from trials that went to overland or BoP dungeons.

Since One Tamriel, it is basically the same 15 or so sets over and over.
