Suggestion for an Infallible Aether Rework. Any thoughts?

(2 items) Adds 129 Magicka Recovery

(3 items) Gain Minor Slayer at all times, increasing your damage done to Dungeon and Trial Monsters by 5%.

(4 items) Adds 129 Spell Damage

(5 items) Enemies affected by minor vulnerability increases your damage done to them by 8% for 5 seconds. This effect can occur once every 8 seconds.

(5 items) Adds 1400 Spell Critical

Makes it actually useful.

Right now the set (with its intended bonuses) is only useful for Lightning Storm Atronach and Foundation Stone Atronach - anything other than that the set is really underwhelming and will not preform as well as other sets.
Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.

    Why does it have magicka regen? If you want to make it a DPS-set instead of the healer-set it has been before make that a damage stat. Apart from that I like the idea, even though I think it could be too strong with those numbers.

    Reason I gave it magicka regen instead of damage. Cooldown could go up from 8 to 10 seconds to correlate with Lightning Staves proccing vulnerability.
