Should Wild Chests Drop Furnishing Plans?

I have opened easily thousands of chests during my time playing ESO.
This has lead me to believe that chests DO NOT drop furnishing plans.
As I, nor any of my guild mates, have never seen a furnishing plan from a chest.
I personally, would really like to see furnishing plans drop from wild chests.
To me it makes just as much sense to find furnishing plans from a chest as it does from an urn or a backpack.
What do other people think?
P.S. this discussion is not about strongboxes/thieves troves.
