MQ quest-giver is stalking me

My level 5 NB is being stalked by the Stranger who sends me to be murdered by Mannimarco. (spoilers!)
She showed up in the Outlaw Refuge.
She was waiting outside the door.
She was standing by the wayshrine when I zoned.
Apparently I'm the one she seeks. After the third time I didn't talk to her, didn't accept the quest again, and according to my map marker she's still hanging around by the wayshrine. My quest journal says I need to talk to her (again). I'm not touching the MQ if it's bugged, so please fix.
