Pirate Skele undaunted set transformation bugged?

While turning skele I can't seem to weapon swap or use slotted skills, but everything comes good after the transformation animation completes.
Is the skele transformation bugged? Or is it similar to werewolf where there's a brief period of can-do-nothingness?
